Where to Build Your Agents

Level 2 of the Gen AI Ladder is about building role-based AI agents: assistants pre-loaded with your context, your format, your standards. The same set of instructions works across four different tools. Each calls it something different, but the concept is identical: you teach the AI once, it remembers.

Gemini Gems

Google

Built into Gemini. Go to “Gems” in the left sidebar, paste your instructions, give it a name. Available to all users, including MyGovUC accounts. The fastest way to start if you’re in government.

Claude Projects

Anthropic

Create a Project in Claude, add custom instructions and upload reference documents. The AI remembers your context across every conversation in that Project. Available on both free and Pro plans.

ChatGPT Custom GPTs

OpenAI

Go to “Explore GPTs” and click “Create.” Add your instructions, upload reference files, give it a name. Requires ChatGPT Plus or Pro subscription ($20/month). Large ecosystem of community-built GPTs to explore.

Copilot Agents

Microsoft

Built via Copilot Studio for M365 Copilot users. Agents can be deployed across Teams, SharePoint, and other Microsoft apps. Requires a Microsoft 365 Copilot licence ($30/user/month on top of your existing M365 plan). Best suited for organisations already in the Microsoft ecosystem.

Same instructions, four doors. The Gem and Project instructions on this page work in all four tools. Copy the text, paste it into whichever platform you use, and you’re running. The AI doesn’t care which door you came through. It cares what you told it.

Build Your Own

The pattern for building a successful Gem is always the same. Four steps, and your first one should take less than twenty minutes.

1 | Identify the Repetition

What task do you do every week that follows a specific format? Meeting minutes, status updates, project summaries, data requests. Find the one you’re most tired of.

2 | Write the Instructions

Tell the AI exactly what role to play, what format to use, and what tone is expected. Be specific. Include examples of what “good” looks like. Use RTCO: Role, Task, Context, Output.

3 | Test and Refine

Run a few samples through the Gem. If the output is too long, tell it to be concise. If the tone is wrong, adjust the instructions. Two or three rounds usually gets it right.

4 | Save and Reuse

Stop starting from a blank page. The best Gems are the ones you build for your own specific Work Drift. Start with the templates above, then make them yours.

Where to create them: See the “Where to Build Your Agents” section at the top of this page. Gemini Gems and Claude Projects are free. ChatGPT Custom GPTs require a paid plan. Copilot Agents require an M365 Copilot licence. The instructions are the same across all four. Pick the tool your organisation uses and paste them in.

The best Gems are the ones you build for your own specific Work Drift. The templates above are starting points. Your fifteen years of experience, your knowledge of what the Minister reads, your understanding of what “good” looks like in your context: that’s what makes a Gem actually useful. The AI provides the speed. You provide the standard.
