A simple guide for companies planning to use HRD funds for training

Applying for a training grant can feel overwhelming—especially if this is your first time planning to use your company’s HRD levy. Maybe you’re new to the process, or maybe you’ve heard about the SBL-KHAS scheme and want to finally make use of it.

Either way, you’re probably trying to figure things out on your own, jumping from tab to tab, reading articles that don’t quite explain things clearly. Even HRD Corp’s official guide can feel a bit too technical.

But don’t worry, I’ve been there too—and I’ve got your back.

In this guide, I’ll walk you through everything you need to know about applying for a training grant under the SBL-KHAS scheme. Whether you’re applying for your company or just helping out a colleague, this step-by-step guide will make the process a whole lot easier.

A simple guide for companies planning to use HRD funds for training

I know the feeling of applying for a grant in the Etris portal for the first time. Browsing the internet tab by tab but could find the best article with step by step instructions that is easy to follow.

Even an article by HRD Corp itself is quite hard to understand. But no worries, I got you!

First you need to check as below:

  1. Employers must be registered with HRD Corp and have available levy funds.
  2. Employers with outstanding levy and interest are not eligible to apply. (Please settle all the outstanding before applying)
  3. If you are not sure any of these, please contact HRD Corp helpline: 1300-88-4800

Second, you need these three (3) supporting documents from training provider for submission: (please contact us if you need these documents from us)

  1. Quotation of Course Fee / Invoice
  2. Trainer’s Profile
  3. Course Outline

If all the boxes are ticked, now you can start applying for the grant. Let me help you!

Follow this step-by-step guide to ensure a smooth application process:

Step 1: Confirm Your Eligibility

Again before applying, ensure that:

  1. Your company is a registered employer with HRD Corp.
  2. Your company has sufficient levy balance in the HRD Corp account.
  3. The employee(s) attending the training is a Malaysian citizen (as per HRD Corp requirements).
  4. The training program is HRD Corp claimable under the SBL-KHAS scheme.

Step 2: Log In to HRD Corp e-TRiS System

Again before applying, ensure that:

  1. Go to HRD Corp e-TRiS portal.

  2. Log in with your company’s HRD Corp account credentials.

Step 3: Submit the Grant Application

  1. Click on “Application” > “Grant” > “Apply Grant” > “Click Apply” in the e-TRiS portal.
  2. Choose a Scheme Code and select “HRD Corp Claimable Courses: Skim Bantuan Latihan Khas” as the grant type and click Apply.
  3. Select your Immediate Officer and click Next.
  4. Select Training Provider and insert their Mycoid, then click Next.
  5. Select a Training Course Title (as per quotation).
  6. Key in Description [eg: To understand how to leverage Gen AI for work efficiency] and Relevancy of Training [eg: To upskill (your company name) employees towards AI]
  7. Select “Not Applicable” for HRDCorp Focus Area. (depending on the course)
  8. Select Type of Training: “Inhouse/Public/Remote Online Training”.
  9. Key in Training Date & Duration: [Insert Training Date & Time]
  10. Key in Training Location: “Own premise/Hotel/External Training Premise” and click Next.
  11. Select level of Certification “Cert of Attendance” and choose “No” under Practical/Hand-On and click Next.
  12. Key in Trainees details:

    • Click Add Batch, then click Save
    • Click Add Trainee Details (please make sure the names and all the details are correct)
    • Key in all the required details, then click Add
    • Click Add if there are more participants (if applicable). Once done, click Save and Next
  13. Key in the course fees and allowance details (refer under Extra Information section below), then click Save
  14. Select Upfront Payment to Training Provider and key in the percentage “0%” (depends on the arrangement). Then, click Save and Next.
  15. Complete the declaration form and select a desired officer.
  16. Add all the required documents, then click Add Attachment.

    • Quotation
    • Course Proposal
    • Trainer Profile
    • click Save and Submit Application
  17. Review & Submit the Application.

*Important: Ensure all information is accurate to avoid delays in approval.

Below are full course details for grant application: Training Provider Name: Twenty Four Consulting

  • Training Course Title: [Insert Course Name]
  • Course Date & Duration: [Insert Training Date & Time]
  • Training Mode: Physical / Online (select accordingly)
  • Training Location: [Insert Training Location]

Step 5: Wait for HRD Corp Approval

HRD Corp will process the grant application within 5–7 working days.

If approved, the company will receive a Grant Approval Notification via email & e-TRiS.

If there are any issues, HRD Corp may request additional documents or clarifications.

Step 6: Attend the Training, Submit Attendance & JD14

  1. The participant(s) must attend the full course.
  2. After training completion, we will provide:
    • Attendance List: (signed by participants)
    • JD14: (to be signed by either Managing Director/General Manager/Financial Controller/Finance Director of Employer)

Note: HRD Corp requires training attendance verification & JD14 before releasing the payment.

Step 7: HRD Corp Payment to Training Provider

Once HRD Corp verifies the training attendance & JD14, they will process the payment directly to us under the SBL-KHAS scheme.

Your company does not need to pay upfront, as HRD Corp covers the training cost through levy deductions.

Extra Information:

Allowable Claimable Items Under SBL-KHAS

Under this scheme, HRD Corp will cover the following expenses:

  • Course Fee
  • Meal Allowance (only applicable if the training held in your own premise)
  • Trainee Allowance *based on training location (only applicable if training held outside of your own premise)
    • <100km = Maximum claim RM250/day/pax
    • >100 km = Maximum claim RM500/day/pax
  • Airfare Ticket OR Transportation (by receipt from transport provider)
